A Long Term Plan (LTP) is a roadmap for our region. It sets out what we want to achieve over the next 10 years, including the services, infrastructure and projects we plan to deliver and how we'll pay for them.
The LTP is based on Council's financial year, which runs from 1 July to 30 June. We report on our progress each year through an Annual Report and review budgets and priorities through the Annual Plan process.
Understanding the challenges and opportunities ahead
As we develop the 2027-2037 Long Term Plan, we need to understand the trends, challenges and opportunities that could shape the future of Tairāwhiti.
To support this, we've prepared an Environmental Scan that provides evidence and insights about factors likely to influence our region over the coming decade.
Environmental Scan
The Environmental Scan looks at a range of factors that may affect Tairāwhiti including climate change, population trends, infrastructure needs, affordability, technology and government reforms.
It provides evidence and insights to help inform planning and decision-making for the 2027-2037 Long Term Plan.

Planning now for 2027 - 2037: Mahi that matters
As we plan for 2027-2037, we're focusing on the mahi that matters: the work that will make the biggest difference for our communities and our region.
By prioritising what matters most, we can invest in the services, infrastructure and projects that deliver the greatest benefits now and for future generations.
We've already heard a lot from our communities about the things that matter most. Now we're checking on the feedback we're hearing across Tairāwhiti to build a clear picture of our priorities for the future.
We can't afford to do everything. Rates capping, rising costs, ageing infrastructure and climate and flood risks mean we'll need to make smart choices about what we prioritise and where we invest.
Tell us what matters to you. Do the vibe check

1 July 2027: Plan begins
The 2027-2037 Long Term Plan comes into effect.
By law, councils must have a Long Term Plan. It helps us plan ahead, make informed decisions and be open about how public money is spent.
The plan shows:
- the services and infrastructure we'll provide
- the level of service our communities can expect
- how these services and projects will be funded
- what they are expected to cost
- the projects and investments we plan to deliver over the next 10 years.
The Long Term Plan also gives our communities a chance to have their say on the future of our region and the priorities that matter most.
