Application fees
Fees are based on the size, scope and purpose of your resource consent application.
Once accepted, charges apply for staff time and technical expertise used to process your application.
You'll be invoiced when you receive the consent decision.
If the final cost differs from the deposit, the balance will be invoiced or refunded.
Deposit fees
A deposit is required when you lodge your resource consent application.
Proof of deposit payment must be included with your application form. We can't process your application without this proof.

We charge the actual costs for processing a consent application, apart from a limited number of applications which are subject to a fixed fee as detailed below. Actual costs include, but are not limited to:
- Staff time spent processing a resource consent/variations/minor correction at the staff charge out rates detailed in section 1.0.
- Contractor's or consultant's time based on the charge out rate of the contractor or consultant engaged to do the work.
- Disbursements which may include travel costs, expert advice, photocopying / scanning and hearing costs.
- Council will apply interim invoicing for applications that accumulate costs exceeding $5,000 during the consent process. Generally these consents would be of significant scope and complexity extending over long periods of time.
- The fee for notified consents (limited and public) must be paid prior to notification. The fee will be the notified consent fee, less the deposit fee paid at the time the application was lodged.
- Any refund may be used to offset any outstanding balances.
For land subdivision, construction of a new dwelling or building, levies are payable in addition to the application fee.
The lodgment of applications as multiple documents, across multiple emails are no longer accepted.
If the file size of your application exceeds 30mb - please compress the file using an appropriate document compression application such as One Drive, Drop Box or a zip file.
Fees and charges can increase each year from 1 July.
Charges may still apply for applications that are withdrawn or incomplete.

- at our customer service counter

We need to know contact name, organisation or company name and the site address.
Once your deposit invoice is issued, you can pay:
- Direct through our online payment portal
- by electronic bank transfer
- or at our customer service counter.

Note: A resource consent can only be issued to a legal entity.
If you're applying for a resource consent for a trust, you must be an incorporated charitable trust or a Māori land trust.
If you are, please provide proof of the incorporation status such as a copy of the Trust’s Certificate of Incorporation under Section 7 Charitable Trusts Act 1957 (or as a Māori land trust) with your completed resource consent application.
For all other trusts such as a family trust, the application must be lodged in the name of a trustee as a nominated person on behalf of the trust.
